Zoning File #1678 <br />September 19, 1991 <br />Page 3 <br />Hardship Statenent <br />Please review Exhibit F, applicant's hardship statement. <br />In reviewing item 2 applicant has amended proposal to remove <br />the access drive at the south side of the property. The <br />hardcover remaining is for the spillway that enters from the <br />County drainage ditch to the lake. It should be noted that <br />applicant's property receives drainage from the south side of 19 <br />and along the north side of 19. The catch basin to the immediate <br />southeast of the property funnels to the drainage ditch on <br />applicant's property. Applicant has reduced hardcover within the <br />250 to 500' setback area from 39.6% to 21.3%. <br />In regard to item 5, applicant has advised staff that <br />invalid parents will be living within their residence and that <br />the ability to access the property through the existing <br />turnaround to the upper level front door is needed to facilitate <br />access to and from residence. Access to the upper level may be <br />often blocked by cars parked along the northerly access drive of <br />the turnaround by a neighbor to immediate north. <br />Applicant has asked to be scheduled at the Counci meeting of <br />September 23rd as ^he entire heating system within the residence <br />has been removed and there is an immediate need to install the <br />new heating system while the contractor is available and before <br />the colder weather sets in. <br />Additional CoBaent and Planning Comsd.88ion Recoanendation <br />The Planning Commission concurred that additional hardcover <br />removal (greater than proposed 1,612 s.f. or 9.7%) was necessary <br />in light of the impact of the existing bituminous paving on this <br />property. Members concurred that the middle drive could be <br />removed and still provide applicant with access to the upper <br />level of the residence if an apron were provided along the east <br />side of the existing residence. Members also advised applicant <br />that in recalculating the hardcover facts that they did not <br />believe it was fair to include the 162 s.f. for the concrete <br />spillway serving the public drainage way. It was Planning <br />Commission's hope that the amended site plan would result in the <br />final hardcover somewhere in the lower 30's. The Planning <br />Commission's recommendation results in 33.4% final hardcover - <br />over original at 50.7%
