Reese asked for the Board's opinion about scattered <br />cutting of small areas using two machines. A given city could be <br />asked to operate the shore conveyer and haul the milfoil away in <br />their trucks. Foster mentioned a successful harvest in St. Louis <br />3ay with the cooperation of Deephaven. While the scattered <br />method is not efficient, it has recreational value. <br />Members commented that this would be a good use of some of <br />the equipment and crew. <br />Reese moved. Foster seconded, to designate the Eurasian <br />Water Milfoil Weed Control Program project manager and executive <br />director to take the responsibility for setting the milfoil <br />cutting schedule, taking into consideration recommendations by <br />ho^rd members and other responsible partius. The executive <br />director to consider scattered cutting when requested by a city, <br />when the city will provide the trucks and labor for removal of <br />the weeds Motion carried unanimously. <br />D. Reese reported the Eurasian Water Milfoil Task Force <br />meeting of 7/19/91 was well attended. <br />♦ The Task Force is requesting a variance from the DNR <br />rules to allow some bottom barrier application at launch <br />other selected areas among infested Metro lakes. <br />♦ Hennepin Parks reports that the 2.4.D chemical <br />only partially successful. <br />♦ The LMLOA, Lake Waconia, Lake Independence <br />Parker’s Lake had representatives at the meeting. <br />E. The executive director, using his discretion, will use <br />part of the $2,000 allocated for chemical treatment to employ a <br />crew member to use the Suburban truck and trailer to clean up the <br />if^^ds from public accesses. It will cost about $50 a part day in <br />direct labor, Strommen estimated. This will tie in with the DNR <br />declaring 7/20 Milfoil Awareness Day. The DNR will be at access <br />points to stress cleaning milfoil from boats. <br />F. The Board discussed a letter directed to the Water <br />Patrol, Oayle’s Marina and the LMCD suggesting the LMCD should be <br />ticketed for improper parking of the harvesters. <br />Lefevere said that while the District should be mindful of <br />its Ordinances, reasonableness has to be applied to the <br />Ordinance. Most cities allow temporary parking of construction <br />vehicles where they are working. He suggested putting something <br />in the Ordinance to allow certain kinds of watercraft to be <br />parked at the point of use. , , - r *Cochran directed the Lake Use Committee to look for a future <br />resolution or ordinance to allow contractors to leave their <br />equipment at a work site on the Lake. <br />and <br />ANNOUNCEMENT <br />Cochran announced that at the conclusion of the agenda <br />Board will meet in executive session to discuss litigation. <br />the <br />i
