'0:
'mJIJ . ><• ' j ..
■r.: -
ElfCD iBoard of Directors Juljr 24. 1991
Babcock said the subcommittees will be filled by volunteers
bafore appointments are made. Slocum volunteered to serve on the
shoreline storage of 3 & 4 boats subcommittee. Hurr volunteered
for the License/Permit Fee and Policy/Procedures reviews.
C. Multiple Dock License Renewal Applications:
1) Lakeside Marina, Maxwell Bay.
Babcock moved, Hurr seconded, to approve the
Lakeside Marina current dock configuration, addition of 2’ wide
finger docks to wide body slips on the north side of Section C,
one on the north side of Section D, and annual renewal of the
east side setback variance, subject to receipt of a certified
dinensioned as-built dock survey. Motion carried unanimously.
2) Gayle’s Marina, Maxwell Bay.
The Board received a memorandum from the executive
director detailing additional considerations in the review of
Gayle’s Marina Multiple Dock License for 1991. The staff
iP0QQguBendation is to continue the 1991 license renewal
application for committee review to evaluate the Minnehaha Creek
Watershed District resolution of 7/18/91 regarding violation of
MCWD dredging rules, to monitor the progress on the as-built
0^fvey, and to re—address the circumstances presented by the City
of Orono. The staff further recommends that Gayle’s Marina be
directed to remove the gas dock channel posts. Water-depth
measurements demonstrate they are no longer necessary, and t.iey
represent a navigational hazard. ^
suggested Lefevere send a letter to Gayle s f^aiina
g^resaing their need to respond to the LMCD requirem.*»nt for a
certified dimensional survey. He agrees with ti:e staff
reoommendation to return the license renewal for 1991 to the
committee. « .Cochran concurred with Foster’s observations. Cochran said
he calls from two MCWD managers asking for support of
their resolution. Cochran urged LMCD support of other agencies
on matters pertaining to the Lake as an indication of the LMCD
leadership. f 4.Hurr asked for consistency. The recommendation of the
fog approval subject to receipt of an acceptable survey
is no different than the approval of Lakeside Marina’s Multiple
Dock License. In her opinion the concerns of the City of Orono
and the MCWD are not within the LMCD jurisdiction.
Martinson questioned approving a license based on receipt of
a survey which may not be in conformance with the Code
requirements. , .Thibault reported that a formal written request for a survey
was made to Gayle’s Marina in November. 1989. There are file
references to requests prior to that date as well. u t
Murr moved, Foster seconded, to refer the Gayle s Marina
Multiple Dock License back to the committee for receipt of an
acceptable certified dimensional as-built survey. Motion carrie
unanimously.
..L^wr. • ....j
