I IK'. <br />DRAFT DRAFT <br />( ITV OF ORONO <br />CITY ADMINISTRATOR <br />CommunUv/CUY <br />The City of Orono was incorporated January I. 1955 I ae C ily is located on the ^ <br />northern shore of Lake Minnetonka about 15 miles west of Minneapolis. Of the City s <br />24.5 square miles of area, 50% is open water or marshland (with a total of 15 square miles <br />in land area). Of Lake Minnetonka, 40% of the shoreline and 33% of the lake area is in <br />Orono. The City of Orono is a third ring suburb in the seven-county metropolitan 1 win <br />Cities area located on Lake Minnetonka, the tenth largest lake in Minnesota. Orono <br />developed primarily because of its aesthetic qualities and because of its proximity to the <br />metropolitan urban core. The City is primarily a residential community with a mixture <br />of several types of housing together with a small comn.ercial district. The City totally <br />surrounds two communities which are part of the original township and substantially <br />surrounds a third community. Orono is home to many of the metropolitan aiea s top <br />executives who have moved here because of the community’s natural amenities. <br />The City provides a variety of municipal sci vices. These include police protection, street <br />maintenance, building inspection, planning and zoning, public improvements, general <br />administrative services, public water and sewer utilities and a municipal golf <br />The City contracts fire protection from the neighboring cities of Long Lake, WayM a. <br />Mound and Maple Plain. The City also contracts for engineering, legal and assessing <br />professional services, and provides police protection and/or building inspection services, <br />and/or animal control services to the Cities of Long Lake. Spring Park, and Minnetonka <br />Beach. <br />The City is in a strong financial position and because of its strong esidential base, Orono <br />continues to have a ta.x capacity rate that is the lowest in the county for communities <br />over 1,000 in population, despite the fact that the City is receiving no local government <br />aid from the state for 1990 and only small amount of homestead credits. The City s <br />credit rating was recently upgraded from Alt- A A <br />The 1990 census for Orono showed a population of 7,213 with a per capita income of <br />$23,5 00. School enrollment totals 2,175 students located in three facilities. <br />The Organization <br />The form of government is the Optional Plan A - Council/Admimstrator with five <br />members, including a Mayor, who are responsible for appointing the City Administrator <br />The City Administrator is responsible for the supervision of 40 full-time employees and <br />12-15 part-time seasonal employees.
