3220 Watertown Road <br />Re: Request for Single Access <br />July 3r 1991 <br />Page 2 of 2 <br />Glenn Cook has reviewed applicant's written comments and <br />proposed site plan and notes that Mr. Green can achieve the same <br />goal with the use of the approved curb cut traveling eastward to <br />the drive that extends northward along the east lot line (see <br />staff's sketch - Exhibit G). In reviewing staff's sketch, note <br />that the septic test sites are also encroached by the proposed <br />drive. If an access drive is proposed along the east lot line, <br />applicant must provide additional septic testing confirming that <br />a secondary septic exists on the property. Minor alterations in <br />the roadway design may be able to salvage primary test site. <br />Please review Exhibit A, Mr. Green reviews his reasons for <br />seeking a new curb cut to the site. <br />Options of Action - <br />Denial. To deny the request for a single curb cut to serve <br />the new building site located at 3220 Watertown Road based on the <br />following findings: <br />1.Owner may redesign the building pad so that a drive <br />entrancing from a more northern approach on the shared drive <br />would consume less of the property with a long, winding <br />driveway. Adequate plantings can be provided to shield Lot <br />1 from the higher elevation views of the new homesite. <br />2.It would be inappropriate for the City to grant a single <br />curb cut to Lot 1 as the major consideration of the Senn <br />subdivision review was the shared drive at Watertown Road <br />that encroached the designated drainage area. <br />3.Approval of Mr. Green's request would establish a <br />negative precedent in future review of other similar <br />subdivision applications. <br />4.Mr. Green has not demonstrated sufficient or acceptable <br />findings to grant a request. <br />Conceptual approval based on Mr. Green's reasons and that <br />Cook reaffirms proposed curb cut meets safe sighting distance for <br />40 MPH zone. <br />To delay final action on Mr. Green's request for a single <br />access drive to his building site pending receipt of septic test <br />findings that confirm suitable area for a secondary septic site.
