Staff has been advised <br />that this method of advertising is very expensive. John <br />O'Sullivan advised that only O'Sullivans and Rick's Super <br />Valu in the Navarre business district will probably make use <br />of balloon advertising. Otten Brothers Nursery made use of <br />banners at the time of the opening. Balloons have been used <br />in the Long Lake business district on a temporary basis. <br />The Planning Commission recommends permits be required and <br />that they be credited against a property as one of the four <br />temporary signs allowed for the year. All balloons shall <br />meet applicable Federal and State regulations. <br />In the case of special event signage involving the use of <br />banners, flags, etc., signage should be reviewed by the <br />Council as part of the comprehensive planning for the <br />special event (i.e. Navarre Christmas decorations, special <br />school evwnts, special Navarre business district events). <br />The Planning Commission did not feel it appropriate for the <br />City to issue temporary business permits for community-wide <br />events: Council's review and approval should be all that <br />is needed. <br />Proposed Ordinance Aaendment - <br />The original ordinance amendment has been amended to include <br />now a temporary sign definition, as follows: <br />"Sign - Business - Temporary, A sign perm..'w: - - for a <br />limited period of time used to advertise or promote the <br />interests of a single or multi-use commercial or industrial <br />use. A temporary sign may be attached to a principal <br />structure or detached. Such signage shall include <br />mobile/message board signs, banners and advertising balloons <br />that meet all applicable Federal and State standards." <br />The temporary sign section has been eunended so that banners <br />and balloons are considered temporary signs requiring permits. <br />The enclosed ordinance is presented for Council's review and <br />final action. <br />- -> ' V V .
