Mabusth, Building & Zoning Administrif^ 9 <br />Dates <br />Subject: <br />June 19» 1991 <br />Ordinance Amendment - Temporary Sign Ordinance <br />Idat of Szhibits - <br />Exhibit A “ Proposed Ordinance Amendment <br />Exhibit B - Staff Memo 5/6/91 <br />At the May 8th meeting of the Council, Members voted to <br />table action on the proposed ordinance amendment pending further <br />review by the Planning Commission of additional issues raised by <br />the Navarre business community after the Planning Commission's <br />consideration of the amendment at their April meeting. <br />A) Reconsider signage needs for multi>ose buildings. <br />The Planning Commission unanimously agreed that the original <br />amendment as proposed should stand, and that four temporary <br />signs, no matter what the ownership pattern was adequate. <br />The amendment now places responsibility on the owner to plan <br />temporary signage needs for the multiple businesses. If <br />additional temporary signage is needed, an owner may apply <br />for a variance. Multi-use buildings would be best served by <br />installing a permanent sign that provided flexible <br />advertising options. This option should also be recommended <br />to any single business owner who needs to advertise on a <br />regular basis throughout the year. <br />As far as temporary signage for multi-use buildings, the <br />Planning Commission recommends the original ordinance <br />amendment as proposed at the May meeting of the Council. <br />B) Should the temporary sign ordinance amendment govera the <br />usm of advertising balloons and banners for <br />businesses and/or community special events? <br />The Planning Commission concurred that the use of <br />advertising balloons and banners by a single business or <br />multi-use business should be covered under the temporary <br />sign ordinance. Banners would be limited to the standards <br />set forth for mobile signs at 32 s.f. per single surface; if <br />two sided, a total of 64 s.f. If such banners are to be <br />attached to buildings. Section 10.61, Subdivision 1 (G) must <br />be amended so that the temporary attaching of banners to the <br />exterior of buildings is allowed but only on a temporary <br />basis with a temporary sign permit. <br />A <br />Q <br />rtm
