Applicants have purchased the only adjacent available <br />property and have increased their lot area to 2.006 acres <br />and width to 204*. Applicants have further provided soil <br />testing and septic system design information to verify that <br />the primary and alternate drainfield sites exist on the <br />property. The fact that there is a house on the property <br />already is more compelling in favor of granting of the <br />variance than if the property was vacant. <br />3. A residence can be constructed on the property meeting <br />all setback requirements. However» a side setback variance <br />is requested strictly for the purpose of maximizing the <br />separation distance between the alternate mound drainfield <br />site and the residence. Because the general groundwater <br />flow of treated effluent away from mound system will be <br />towards the house^ maximizing the separation will decrease <br />the potential for possible wet basement problems. <br />4, The neighboring residence to the south is approximately <br />100* from the applicants' existing residence. The proposed <br />house location with a 10* side setback variance yields a <br />150* separation. The new house location will tend to <br />increase the perceived openness of the neighborhood rather <br />than increasing the perceived density. <br />In a minority opinion. Planning Commissioner Bellows <br />generally opposed granting of a side setback variance in <br />conjunction with area and width variances for a lot that is quite <br />substandard in relation to the zoning district requiremenrs. <br />Staff HwroT ndwtiop - <br />Staff recommends approval per the Planning Commission <br />recommendation.
