Review Exhibit E that depicts the extant of the <br />contamination area and ground water contamination area. <br />Exhibit F depicts the plan for recovery including soil <br />borings# monitoring wells# piping# etc. Some members who shop at <br />Rick's Super Valu may have already noted one of the recovery <br />wells in the northwest section of the parking lot. The plan for <br />recovery has commenced. ”art of the recovery plan involved <br />construction of a temporary building to be used to house <br />pollution abatement equipment. The equipment will be used to <br />treat ground water containing dissolved hydrocarbons. After <br />treating the water it would then be discharged to the sanitary <br />sevei . This recovery program/plan is very similar to the one <br />reviewed by the Planning Commission and Council a few years back <br />for WSI on Highway 12. <br />Please review Exhibit C# the Engineer's comments. Mr. <br />Gustafson asked that provisions for the demolition and cleanup of <br />the area be discussed as the building is to be for temporary use <br />only. In addition he notes that there must be provisions made <br />for the immediate repair of the gravel parking lot after the <br />installation of the recovery well and piping. As with WSI# the <br />City will ask Dahl & Associates to provide an estimated average <br />daily flow of treated water discharged into the sanitary sewer <br />system to determine the impact on the City's sewer system. The <br />City will also request copies of the moi:itoring reports on a <br />regular basis during the recovery period. <br />Please review Exhibit P. Part of that recovery program <br />involves the installation of a building to house pollution <br />abatement equipment. This structure will be 10* x 23* at a 10' <br />height (review Exhibit G). The site plan shows the structure <br />placed 30* from the side street lot line instead of the required <br />35*. It was staff's understanding that the proposed structure <br />was to meet all required setbacks of t*i#» B-1 zoning district. <br />Applicant shall be asked to place the st rvtv^ure on the property <br />so that it conforms to all required setbacks, if for some reason <br />the structure is unable to meet the required setback# staff would <br />advise that they file an immediate variance application for the <br />side setback. The application would classified as an after~ <br />the*fact variance applicatior as the City does not wish to delay <br />the recovery program any ? jnger. It is staff's intention to <br />bring this application to the immediate Council meeting on May <br />28 th. <br />Note the building has been placed to the rear of the <br />elevated portion of the property and it shall be constructed of <br />concrete masonry block similar to the exterior materials of the <br />principal structure.
