Box 66 <br />Crystal Bay, MN 55323 <br />Dear Mark, <br />Your letter of February lA, 1991, raised a number of <br />concerns res^^^^^S multiple docks and their licensing* <br />The specific docks in question came up for consideration <br />at the May 11 Water Structures and Environment Committee <br />meeting. Based on the committee recommendation, we can <br />now better respond to the city's concerns. <br />General Concerns: <br />A. <br />B. <br />Temporary "dock extensions ' * Multiple docks have <br />been granted TEMPORARY LOW WATER VARIANCES SINCE <br />1907. Such variances are granted during years in <br />which low water is declared, generally in February. <br />Low water is declared when the lake leve is below <br />928.0’. It has been so declared for 199 . <br />Each temporary low water variance is granted upon <br />individual review. Original site plans are <br />compared to the variance request. The variance is <br />granted one year at a time during the declared low <br />year. As the low water is no longer a factor <br />in subsequent years, ALL temporary low water <br />variances would be rescinded. The licensee is then <br />required to return to their original dock position <br />before the variance. <br />A copy of the temporary low water variance <br />conditions is enclosed. <br />Any changes to dock configuration or services <br />offered at a licensed multiple dock, require a new <br />dock license application. The only change to land <br />use which LHCD considers in its licensing <br />procedures is that of dry storage. T» is involves <br />watercraft stored on land in a building or on a <br />rack for the purpose of placing in the lake and <br />removing at the customer's request in lieu of slip <br />storage. Such dry storage is licensed. North <br />Shore Drive Marina is so licensed, the only one in <br />Orono. <br />L
