Barger could serve 3 5 Vice- <br />Chair. She asked Candace Rowlette, the Zies.ters, John Thiesse <br />and Lee H?rren if they would also serve. S'e asked Geffron what <br />he wou d consid-;r ».o b5 a reasonab’e tine period for the <br />committee to form a recommendation. <br />Gaffron indicattid that six weeks to two months shou d <br />sufficient. <br />It was the consensus of Council that the committae should <br />review background information, provided by Staff, and work with <br />the residents to get their input regarding the extent of the area <br />and their opinions for financing. Mayor Peterson asked Gaffron <br />if ha would prepare an information packet for t le committee <br />members. Council agreed that the committee shou d provide <br />Council with their findings by auly 1, 1991. <br />(«16)CITY FACILITIES <br />Dernhardson presented Council with updated information that <br />had been given to the facilities committee, including the project <br />schedules, two of which involve a referendum. Ha also provided <br />Council with additional information related to potential lease <br />purchase. <br />It was moved by Mayor Paterson, seconded by Goetten, to <br />accept the information presented by Staff and table this matter <br />until receipt of recommendations from the Facility Committee and <br />Planning Commission at Council's May 13, 1991, Council meeting. <br />All voted aye. Mttion passed. <br />(«17)LNCD COMPREHENSIVE PLAN <br />Bernhardson provided Council wvth a summary of the minutes <br />prepared from the Mound LMCD meeting held April :.8th. He also <br />presented a draft of principles that may be used to indicate what <br />the 14 LMCD communities feel the basis of the LMCD’s <br />comprehensive plan should b?. He asked Council for t.ieir <br />comments on that draft, stating that revisions could be made <br />before the document is distributed to the other communities of <br />the LMCD. Bernhardson added that Staff has been progressing on <br />the shoreland regulations. He said, "The Metropolitan Council <br />has re-drafted the original LMCD shoreland agreement that takes <br />the LMCD out a.s the overseeing agency and puts the DMR in with <br />the LMCD as being the grant recipient and participant in that <br />process. There are some issues that need clarifying with respect <br />to what effects that change may have, at»d what rights the City <br />may have following the L.mcD's shoreland regulations, versus their <br />rights if they part from that and proceed separately.
