North Shore Marina <br />The North Shore Marina operation includes 93 slips in the water (historically the City only <br />allowed 86 slips, but LMCD allows 93) plus a dry stack storage unit with 72 slots (all of <br />which LMCD licenses but only 20 of which Orono has historically allowed for lake use). <br />The property also contains a service building, an office, a "club house" for slip users, and two <br />dwellings, one of which is vacant and the other which is used as a caretaker unit. The <br />caretaker building attached garage was removed within the last year since due to its <br />hazardous condition. <br />The site provides ample parking for customers in the summer and a large capacity for storage <br />in the winter. An unusually large number of boats was stored on the site in the winter of <br />1997-98. The owner notes he intends to use white shrink wrap this winter, which should <br />have a positive visual impact as compared to the blue wrap. <br />Two activities on the site require a conditional use permit application. These include the <br />caretaker dwelling unit and on-demand public boat launching (dry stack operation). Staff <br />has met with Mr. Anderson a number of times regarding the required CUP application . <br />Applicant has acknowledged that these two activities occurred during 1995-96-97 absent the <br />required conditional use permit, and has indicated his attorney has advised him to not apply. <br />Both activities requiring a CUP have been ongoing for many years prior to the CUP <br />requirement. Staff is currently reviewing this issue wit!-; «i.e City Attorney. <br />Activities occurring on the site which require the property owr ongoing attention in order <br />to remain in compliance with the seven operation standards include limiting storage of boat <br />trailers and other equipment to those areas noted on the approved site plan (specifically <br />keeping the area between the road and the dry stack units free of storage). <br />As part of the 1984 variance approval for the service building, the prior owner was required <br />to establish certain landscaping items, which is also an ongoing concern of the City, <br />especially in relation to screening along property boundaries. Applicant has been upgrading <br />his landscaping over the last few years, especially along North Shore Drive. Screening <br />vegetation is also making progress along the west side of the service building. <br />Staff recommends approval of a 1998 license for North Shore Marina.
