FERNDAEE ROAD IMPROVEMENT PROJECT <br />Ferndalc Area Association <br />The ‘Temdale Road Association ” is a committee of residents from Plymouth, Wayzata and Orono who live <br />adjacent to Femdale Road. This group formed in 1996 to inform Femdale residents of issues relating to the then <br />proposed interchange for Femdale Road and Highway 12. The group successfully represented the residents <br />overwhelming opposition to the proposed interchange. This committee is prepared to represent the resident <br />interests for the Femdale Road Improvement Project. <br />Cities ’ Proposal <br />The public information meeting on August 21 was attended by approximately 60 residents, city council members <br />and city employees. Representatives were there from Plymouth, Wayzata and Orono. This was the first of three <br />planned meetings. The planning and final approval for this project should be completed before Christmas, with <br />construction starting in the spring of 1998. <br />The purpose of the August 21 meeting w-as to inform residents of the cities* initial design proposal and to identify <br />residents ’ concerns. Their proposal includes: <br />• An 36 foot wide asphalt road, divided into two lanes. This is the width of three lanes to allow for continuous <br />traffic flow as vehicles turn oa'off the road. <br />• An 8 foot walking/bike path (on the Plymouth side) with a 4 to 10 foot grass median between the road and path. <br />• A 6 ” cement curb and a storm sewer. <br />• Removing 5 foot from the top of‘'the hill ”. <br />• A 35 mph speed limit (a reduction of 5 mph). <br />• No on-street parking. <br />• SUMMARY: An overall width approximately 48-54 foot, though a greater area will need to be cleared so that <br />there is some clear space on either side of the road. The existing road w'idth (i.e. asphalt) is 24 foot. <br />To visualize this proposal, the road width (curb to curb) would be the same as Dunkirk Lane. This is off County <br />Road 6, east of Hwy 101. This proposal would likely remove many of the shrubs/trees adjacent to Femdale Road. <br />Issues and Alternative Proposals <br />Issues to be considered in any proposal include: <br />Rural nature of Femdale Road. <br />Extent of loss of residents yards. <br />Increased traffic flow. <br />Safety (e.g. speed of traffic). <br /># <br />Recreational use of road (e.g. bike/walking path). <br />Storm Sewer (e.g. water drainage £uid where the water will go). <br />Location of power lines. <br />Assessments to Plymouth homeowmers having direct driveway <br />access to Femdale. <br />After analyzing these issues, the Femdale Area Association would like to present two alternatives to residents for <br />consideration. These are: <br />ALTERNATIVE I: <br />An 24 foot wide road (existing width), divided <br />into two lanes. <br />An 10 foot walking/tike path (on the Plymouth <br />side) with no median between the road and path. <br />.Alternative; 8 foot path with 2 foot median. <br />• .An 6 ” cement curb and a storm sewer. <br />.A 30 mph speed limit (a reduction of 10 <br />mph). <br />No on-street parking.
