Action. <br />1.Obtain a housing market analysis/needs assessment to assist the Council in <br />determining the types of housing tliat would meet the City's life cycle <br />housing needs and would be economically feasible. <br />HI. Sewer Plan. <br />A. <br />B. <br />The 1987 Comprehensive Plan Amendment included a planned increase to sewer <br />capacity. This increase will occur as part of the Highway 12 upgrade project. <br />1.The plan for increasing sewer capacity is to eliminate the three City sewer <br />trunk line and increase the capacity of the Metro interceptor to serve the <br />development planned for the Highway 12 area. <br />a.The sewer capacity needed will be based on the types of land uses <br />planned in the Highway 12 area. (See I. Land Use) <br />Sewer policy issues. The City has received approval from the Metropolitan Council <br />to extend sewer to "urban clusters" within the rural area, and the City is moving fairly <br />rapidly to accomplish this. The City has received requests from neighborhoods with <br />2 acre density and non-conforming septic systems that are adjacent or in close <br />proximity to a sewer line for sewer versus replacing septic systems. <br />1. <br />2. <br />3. <br />Should the City extend sewer to existing rural subdivisions (with non- <br />conforming septic systems) that are adjacent to sewer? <br />Should the City allow the extension of sewer to new subdivisions that are in <br />close proximity to sewer? <br />Several Orono residents with properties in (hono's rural area that are adjacent <br />either to the city of Long Lake or the city of Plymouth have proposed <br />obtaining sewer service from the adjacent city. Staff has indicated this would <br />be contrary to City policy. <br />%
