All Advisc’ry Commission and Committee appoint­ <br />ments authorized by orcjinance or resolution shall be made by <br />the Council at the second regular meeting in January of each <br />year, or at such other time as determined by the Council, <br />and such appointments confirmed prior to the expiration of <br />the existing terms. The term of each appointee shall be <br />established and stated at the time of his or her appoint­ <br />ment, and terms of present Commission and Committee members <br />may be established, changed or terminated so as to give <br />effect to this Section. Each Commission or Committee shall <br />be composed of seven regular members who shall serve <br />staggered (2 or 3 members subject to appointment each year) <br />three-year terms, unless otherwise required by Statute, Code <br />or resolution. However, no member may serve more than three <br />consecutive three-year terms or more than nine consecutive <br />years on any one Commission or Committee. An eighth member <br />shall be appointed to each Commission or Committee as an <br />alternate for a period of one year and shall have all of the <br />powers and duties of a Commission or Committee member during <br />the absence or disability of a regular member. Notwith­ <br />standing the provisions of this Section, the Council may by <br />resolution establish special adhoc committees or groups <br />consisting of any number of members appointed for periods at <br />the Council's discretion. New appointees shall assume <br />office at the first meeting of the Commission or Committee <br />after appointment. However, all appointees to Commissions <br />and Committees shall hold office until their successors are <br />appointed and qualified. All vacancies shall be filled in <br />the same manner as for an expired term, but the appointment <br />shall be effective immediately when made and only for the <br />unexpired term. No appointed Commission or Committee member <br />shall be an employee of the City, but an ex officio member <br />may be so employed. All appointed Commission and Committee <br />members shall serve without remuneration, but may be <br />reimbursed for out-of-pocket expenses incurred in the <br />performance of their duties when such expenses have been <br />authorized by the Council before they were incurred. The <br />Chairman and Secretary shall be chosen from and by the <br />Commission and Committee membership to serve for the current <br />year. Any Commission or Committee member may be removed by <br />the Council for misfeasance, malfeasance or nonfeasance in <br />office and his or her position filled as any other vacancy. <br />Each Commission and Committee shall hold its regular <br />meetings at a time established and approved annually by the <br />Commission or Committee. All members shall be residents of <br />the City. The City Administrator shall be an ex officio <br />member of all Commissions and Committees; provided, that he <br />or she may be represented by his or her assistant or some <br />person duly authorized by him or her. All Commissions and <br />Committees shall act as advisory to the Council. Except as <br />otherwise provided, this Section shall apply to all <br />Commissions and Committees. <br />-t M'fV' <br />(8-31-88)
