Findings of ^act shall <br />be included in the minutes of each case and the reasons for recommen ­ <br />ding or denying such request shall be specified. Every requirement, deci­ <br />sion or determination of the Planning Commission shall be filed im­ <br />mediately with the City Council and shall be a public record. <br />Subd. 4. Rules of Procedure: The Planning Commission shall adopt its own rules <br />of procedure not inconsistent with the statutes of the State of Minnesota <br />or with this Chapter. <br />Subd. 5. Quorum: No hearing shall be conducted by the Planning Commission <br />without a quorum, consisting of the majority of all the members being <br />present. The concurring vote of the majority of the members shall be <br />necessary to any action by the Planning Commission. <br />201.04:JURISDICTIO.N .\.ND DUTIES: The Planning Commission shall <br />have the following jurisdiction and duties: <br />Subd. 1. To prepare and recommend to the City Council a Comprehensive Plan <br />for development of the City. The Plan shall include reasonable <br />rqeuirements for streets, public grounds and other public facilities and <br />for the use of land within the corporate limits. <br />Subd. 2. To recommend to the City Council changes to the Comprehensive Plan. <br />Subd. 3. To recommend to the City Council plans for improvements pursuant <br />to the Comprehensive Plan and to aid the City Council in the develop ­ <br />ment and completion of such projects. <br />Subd. 4. To hear, review, initiate and offer recommendations to the City Coun­ <br />cil on applications for amendments to the Zoning Ordinance.' variances, <br />conditional uses and planned developments.
