Stromaen, Executive Director <br />Lake Minnetonka Conservation District <br />900 Bast Lake Street <br />flayzatar MN SS391 <br />Subject: LMCD's Comprehensive Plan <br />Dear Gene, <br />During the 90 day period that LMCD has requested the Metro <br />Council place Its plan In a hold status, the City of Orono would <br />like to again reiterate Its position related to the plan. This <br />letter is in addition to and not preemptive of previous comments <br />on the plan. <br />It is the desire of the City of Orono that LMCD remain within <br />its original charge and not transform the organization as <br />envisioned in the plan to an organization that has agendas and <br />constituencies that are no longer shared by at least the majority <br />of the cities around the lake. <br />Specific areas of comment on the plan include: <br />Board Sturcture - Based not only on Orono's continued <br />opposition to an alteration to the Board, but now to the <br />apparent reluctance of Suburban Hennepin Parks and Metro <br />Council to participate as Board members, that the plan <br />be amended to retain the Boards original composition. <br />If any alteration is appropriate, the Board should look <br />at amending the composition of the Board to more <br />accurately reflect the financial contribution and/or <br />shoreline on the Board. This being reinforced by <br />Metropolitan Council's statement as to the need for LMCD <br />to work closely with at least a majority of their Cities <br />to make any plan realistic. <br />Shore land - It is Orono's position that any reference to <br />LMCD being involved in the shoreland area be deleted <br />partleularily Appendix C and allow either DNR or <br />Metropolitan Council handle. At most the plan should <br />only indicate the regulations and objectives set forth <br />in the plan are a model, that has DNR acceptance and <br />that the cities then individually deal with DNR in <br />further developing their regulations.
