k <br />t <br />r-'t <br />. \ <br />■ <br />r <br />I <br />b- <br />'K <br />‘V :i- <br />i <br />I. <br />" <br />additionally requested that L?!CD also support the cities <br />individual grant requests to DNR for the monies that <br />were originally earmarked for the cities through LMCD. <br />Finally the LMCD should limit its role in additional <br />parking spots for public accesses to that of determining <br />any adverse impacts on the surface use. <br />Surface Dse Management - The City of Orono would again <br />encourage change in the emphasis of the plan so that the <br />first priority is handling the existing safety problems <br />on the lake before allowing additional access growth on <br />the lake. Further that the emphasis be changed so that <br />the tools be pro-active and be put in place prior to <br />allowing further growth in access. The City of Orono <br />again encourages the establishment of a standard density <br />for the lake beyond which no growth would be allowed. <br />While it has been argued that the literature would not <br />support establishment of any standard, it is no <br />different than many of the standards set forth in DNR <br />shoreland regulations. No specific literature supports <br />the precise standards selected. This is also true for <br />many of the city's land use standards. However, the <br />policy decision has been made by the policy boards which <br />have considered them to be reasonable in light of the <br />various factors. The City also urges that LMCD further <br />explore regulation by type of craft and inclusion of the <br />ongoing survey methodology as an appendix. The City <br />•Iso feels that the plan should address that LMCD should <br />have not only control of the surface but also below the <br />surface, currently DNR "jurisdiction". Such a dichotomy <br />is not rational. <br />________ <br />Funding Structure - The City of Orono encourages that <br />LMCD not further pursue, and in fact delete from their <br />plan, broading of taxing authority independent of the <br />cities particularily in light of Metropolitan Council's <br />concern in this regard. Orono would also like the <br />budgeting process be clarified so that cities have a <br />date by which they can express objections to proposed <br />budgets before final adoption of that budget. <br />Additionally, the City of Orono in line with its support <br />of LMCD as it was originally conceived would continue to <br />encourage minimal staff for the board to only conduct <br />existing powers in an effective manner.
