k ' . <br />The current structure was a result of a transition which began in <br />1987 and completed in 1990 changing from a four tier to a three <br />tier structure. The Patrol officers are represented by Law <br />Enforcement Labor Services with the supervisors in 1990 becoming <br />a bargaining unit also represented by a different business agent <br />with Law Enforcement Labor Services. <br />CONTRACT SERVICE - As noted the City of Orono (population 7300) <br />does provide police service on a contract basis to the Cities of: <br />Long Lake - 1,900 <br />Spring Park - 1,500 <br />Minnetonka Beach - 600 <br />The contract service arrangement splits costs between a base <br />contract for which a formula proportions the cost among the <br />various cities together with allowing the communities of Spring <br />Park and Long Lake the ability to select a higher level of <br />service and coverage by specifically paying for additional <br />officers. The 2 1/2 additional officers provides approximately <br />60% 'normal patrol time to the City of Long Lake and the four <br />officer equivalents (done by three officers) specifically <br />assigned and portions oT 3 other officers partly assigned about <br />95% patrol time in the City of Spring Park. The chief of Police <br />is primarily responsible for preparing budget and communicating <br />with the contract cities related to these items with assistance <br />from the City Administrator. The City Administrator and also <br />Police Chief are involved in labor negotiations with the two <br />bargaining units. <br />Expected * Possible Process/Service - Because of the unique <br />nature of the contract service provided by the City the scope of <br />services will include involvement of representatives from the <br />contract cities during the process. The anticipated general <br />process is outlined in Attachment A.
