Excerpt Police Department Manual <br />INTRODUCTION - The City of Orono is seeking proposals from <br />executive search firms who have experience in the area of Police <br />Chief/Department Head selection for municipalities, particularily <br />in the Metropolitan area. The City is in receipt of a <br />resignation from its 16 year Police Chief Melvin Kilbo which is <br />to be effective on June 30, 1991. This early notice given by <br />Chief Kilbo allows the City to undertake a selection process and <br />have an individual selected by Chief Kilbo's retirement. <br />ORGANIZATIONAL SUMMARY - The Police Department of the City of <br />Orono is composed of 15 1/2 sworn officers together with 1 full <br />time secretary, 2 part time secretaries and 2 part time Community <br />Service Officers. Among the sworn personnel are as follows: <br />' 1 Chief <br />3 Lieutenants - have administrative/patrol/investigative <br />responsibilities <br />11 1/2 Patrol Officers - patrol/investigative duties <br />5 - base contract <br />2 1/2 - specifically assigned to Long Lake <br />4 - equivalents specifically assigned to Spring <br />Park <br />The Chief of Police, while formally appointed by the Orono City <br />Council, is a department head that reports directly to the City <br />Administrator. The Police Chief in addition to being the Police <br />Department head also works on contractural and service <br />coordination arrangements with the four fire departments that <br />provide service on a contract basis to the City of Orono. The <br />City in addition coordinates advance life support provided by <br />North Memorial Hospital an<% provides on a contract basis, animal <br />control services through the City's CSO system to Long Lake, <br />Minnetonka Beach and Spring Park.
