Police Chief Selection Memo 1/22/91 <br />ISSUE <br />1. Determination by Council as to process desired for Police <br />Chief selection. <br />2. Determine if executive search firm is to possibly be used and <br />If BOt adoption of a request for proposal to be used to determine <br />cost of such service. <br />INTRODUCTION - At the Council’s January 28, 1991 meeting Council <br />set Monday, February 4, 1991 as a response date for input to the <br />level of involvement Council desired in the process. The chart <br />In Attachment A based in part on those two responses. <br />DISCUSSION - <br />Issue 11 - Selection Process - Attachment A represents two charts <br />one that is solely an inhouse process and the second using an <br />executive search firm to a substantial degree. A final process <br />may represent a modification of the two and could be decided once <br />the request for proposalj^ are submitted. <br />Issue #2 - Executive Search Firm - Use of an executive search <br />firm can assist the City in the following issues: <br />Provide expertise in defining the position and selection <br />criteria. <br />Provide active recruitment services for the position. <br />Serve as a "neutral ” outside party in identifying for <br />the new Police Chief areas for organisational <br />development . <br />Allow staff time to be dedicated to other priority <br />issues. <br />Serve as a neutral party in judging applications against <br />selection criteria and reducing Council and staff <br />involvement time in initial reviews of upwards to <br />possibly 75 - 100 applications. <br />As noted on the attached request for proposal, should the <br />responses to this request for proposal come back at a price that
