Vacation Schedule Comparison <br />ISSUE - Determine if Council desires to adopt changes proposed in <br />Personnel Ordinances. <br />1. Maximum amount of vacation leave carryover from year to <br />year. <br />2. Vacation schedule for general employees. <br />INTRODUCTION The current personnel rules were adopted in 1985. <br />The purpose of this proposal is to ensure a consistent practice <br />across all personnel giving equal benefits (as opposed to pay <br />rates) regardless of the position they are employed. (The <br />differences between regular and part-time would remain the same.) <br />DISCUSSION <br />Issue II <br />VACATION - <br />Maximum Amount of Carryover - when the rules were initially <br />adopted the amount of~carryover was set at 112 hours which equals <br />14 days. However/ since a general work week is S days there was <br />discussion of moving from 112 to 120 to equal 3 weeks. In the <br />contract adoption for the Police Patrol Union on August 9/1990 <br />this provision was included. The reason for the maximum is to <br />limit the city's liability for financial carryover from year to <br />year and to a degree has not worked a great hardship on anyone. <br />Increasing from 112 to 120 hours does not make a significant <br />impact on the city's liability for unused vacation. <br />Vacation Schedule - The vacation schedule currently used was <br />included in the Personnel Rules that were adopted 12/1/85. The <br />Patrol Officers in their contract/ however/ since about 1980 have <br />had a more generous schedule. Generally these benefits are <br />compared internally so that everyone has equal benefits. <br />Attachment B contrasts the current general employee schedule with <br />that of the Patrol Officers. As you will note there is no <br />difference in schedule the first 10 years of employment with the <br />changes beginning in the 11th year on/ resulting in 3 additional <br />days of vacation from the 17th year on. In a 25 year career with <br />the city/ this would amount to a total of 1 extra day of vacation
