17 of this Ordinance provided the .impervious surface coverage <br />does not exceed seventy-five (75) percent of the total lot and <br />provided the following stipulations are met: <br />1. the lot shall be an existing lot of record. <br />2.All structures, additions, or expansions shall meet <br />setback and other requirements of this Ordinance. <br />3. <br />4. <br />The lot shall be served by municipal sewer and water. <br />The lot shall provide for the collection and treatment of <br />stormwater in compliance with the City Storm Water <br />Management Plan if determined that the improvements will <br />result in increased runoff directly entering a public <br />water. All development plans shall require review and <br />approval by the City Engineer and the Minnehaha Creek <br />Watershed District. <br />Development within the C-1, C-2, C-3, C-4 and M Districts will be <br />held to the same regulations as the R-2 and R-3 Districts, however, <br />commercial and industrial development may be allowed to exceed 75 <br />percent impervious surface by conditional use permit provided the <br />following criteria are met: <br />a.Impervious surface coverage may be allowed to exceed seventy- <br />five (75) percent of the total lot or exceed existing <br />conditions on the lot which are over seventy-five (75) percent <br />provided the following stipulations are met: <br />1.Improvements that will result in an increased rate of <br />runoff directly entering a public water stell have all <br />structures and practices in compliance with the City <br />Storm Water Management Plan in place for the collection <br />and treatment of storm water runoff or will be <br />constructed in conjunction with a conditional use permit <br />application. <br />2.A conditional use permit is submitted and approved as <br />provided for in section 18 of this Ordinance. <br />c.All the conditions in l.b. (1-4) above are satisfactorily <br />met. <br />b.Measures for the treatment of storm water runoff and/or <br />prevention of storm water from directly entering a public <br />water include such appurtenances as sediment basins (debrxs <br />basins, desilting basins, or silt traps), installation of <br />debris guards and microsilt basins on storm sewer inlets, oil <br />skimming devices, etc. <br />I1
