This over coverage is due <br />to the historic development of the City which includes extensive <br />commercial . and industrial development within the Shoreland <br />District. <br />To accommodate redevelopment in the City, Spring <br />Park proposes the following regulations on impervious surface <br />coverage. Single family development within the R-1 and R-2 <br />Districts on legal lots of record that fall below the minimum lot <br />size and width standards will not be restricted by i^ervious <br />surface standards, but will be allowed to build only within the <br />required setbacks. The setback limits on these small lots will <br />greatly reduce the available impervious surface on these lots. <br />Development within the R-l District will be ^®stroxted to 25 <br />percent impervious surface. Development within the R-2, R-3 ana e <br />Districts will be held to the following restrictions: <br />a. An existing site which is being altered, remodeled, or <br />expanded without exnanding the existing impervious surface may <br />be allowed through the plan review process established in <br />Section 17 of this Ordinance. <br />b.
