c. Centralization and design of facilities and structures <br />shall be done according to the following standards: <br />(1) Dwelling units or sites shall be clustered into one <br />or more groups and located on suitable areas of the <br />development. They shall be designed and located to <br />meet or exceed the following dimensional standards <br />for the relevant shoreland classification: setback <br />from the ordinary high water level, elevation above <br />the surface water features, and maximum height. <br />(2) Structures, parking areas, and other facilities <br />shall be treated to reduce visibility as viewed <br />from public waters and adjacent shorelands by <br />vegetation, topography, increased setbacks, or <br />color, assuming summer, leaf-on conditions. <br />Vegetative and topographic screening shall be <br />preserved, if existing, or may be required to be <br />provided; <br />(3) Accessory structures and facilities shall meet the <br />require'd principal structure setback and shall be <br />centralized. <br />Density will further be controlled by requiring any new development <br />redevelopment to comply with specific standards in^ the ordinance <br />which address maocimxim density, lot size, impervious surface, <br />compliance with the Storm Water Management Plan. <br />In summary. Spring Park will maintain a density it can live with by <br />maintaining conformance with setback, storm water management <br />practices and vegetative screening. <br />3. IMPERVIOUS SURFACE COVERAGE <br />Conditions. The purpose of the lot coverage inventory is <br />to determine by zoning district, the areas of the City which <br />contain lot coverage below and above the maximum allowed by the DNR <br />shoreland standards. <br />The City was broken down into its zoning districts and the net area <br />of each district was calculated. Using aerial photographs <br />superimposed on section maps, lot coverage was determined for each <br />zoning district by calculating the footprint area of all <br />structures, accessory structures, and driveways. This total <br />provided the amount of impervious surface coverage per zoning <br />district. Table 4 provides the total area and impervious surface <br />covered in each zoning district. <br />» w*. -I
