discussed was a combined license that would cover dredging and <br />shoreline improvements for those involved in both businesses. The <br />Committee also discussed the development of an information sheet <br />to be provided to applicants for District permits. The Committee <br />is also recommending that a Public Hearing be noticed for the <br />August meeting in regard to the proposed amendment to Rule B, a <br />copy of which is attached to these Minutes. <br />Knai fleer «S Reoort <br />Mr. Panzer reported that he had met with Leona Jondahl <br />concerning the alleged flooding problems which Mrs. Jondahl has <br />experienced. Mr. Panzer prepared a report which has ^en <br />distributed to Mr. Jondahl and to Minnetonka City Officials. It <br />is Mr. Panzer’s conclusion# as stated in the report# that the <br />flooding problems are duo to local drainage issues and not related <br />to the water levels in the adjacent wetland. Manager Spensley <br />requested that a copy of the report be forwarded to Hennepin <br />County Coimnissioner Keefe who has expressed an interest in this <br />situation. <br />Mr. Panzer reported that precipitation for the month of June <br />was slightly below the thirty year average. He also indicated <br />that the flow at the Gray’s Bay control structure had been held <br />constant at 12 <CFS) during the entire month of June. was the <br />consensus of the Board of Managers that it was important to start <br />reducing the lake level and that as of July 17th, the flow from <br />the control structure should be increased to 70 (CFS). <br />Attorneys Report <br />Mr. Jones briefed the members of the Board of Managers on the <br />status of District legal matters generally and the transition back <br />of District counsel responsibilitiws to Louis Smith. Mr. Jones <br />suggested that the implementation of the Wetlands Conservation Act <br />creates a number of policy issues with legal consequences and <br />suggested that a working session of the Board of Managers or one <br />of its Committees be held to review these issues. <br />Hew Business <br />Manager Love suggested that upon the completion of the <br />District's agreement with the City of Minnetonka, all Distric . <br />meetings be moved to the Minnetonka City Hall. Manager Spens ly <br />indicated that he had discussions with County Commissioners on <br />this topic who believe that it would benefit the public to hold <br />UCM) Board Uinutoa -13-(07/16/S2)
