I.-Cv.1^0i'-. <br />'•- • <br />C'. <br />:A' <br />Mi';jy <br />Ms. Ceil Strauss <br />May 18, 1992 <br />Page 2 <br />B.The.concept of allowing a lock box at the shoreline was <br />developed specifically for properties with stee[ banks at <br />the lakeshore and little or no terrace area in_and of the <br />OHWL. The intent was to allow boating equipment such as <br />life jackets, paddles, water skis, etc. to be stored rather <br />than lugged up and down a steep stairway after each outing. <br />In such areas, where construction 10' back from the OHWL <br />would often require excavation into the hillside, it was <br />determined there would be less impact on the shore lands by <br />not requiring a setback. <br />C.Orono has specifically adopted more restrictive setbacks for <br />General Development lakes than required by the DNR and has <br />totally prohibited new "water oriented accessory structures" <br />other than lock boxes within the shore setback zone. In <br />effect, on each lakeshore property this eliminated the <br />potential for a 250 s.f., 10' high structure located 10' <br />back from the shoreline and merely allows a structure less <br />than half the height and less than 1/10 the footprint area, <br />but located at the shoreline. From a visual impact <br />standpoint, the lock box is much less of an impact <br />aesthetically, minimizes detrimental grading impacts into <br />the shoreland banks, and limits the near shore hard surface <br />area. <br />Based on the above factors, the City of Orono again requests <br />flexibility for lock boxes as a low impact water oriented accessory <br />structure while concurrently prohibiting the much larger water <br />oriented accessory structures with a significantly higher visual and <br />environmental impact on the lake. <br />Please contact me at 473-7357 if you have further questions regarding <br />our request for flexibility. <br />Sincerely, <br />Michael P.
