Shoreland Overlay District Standards. The <br />Shoreland Overlay District Standards are in addition to the <br />requirements set forth in Chapter 10 for the <br />districts. In case of conflict, the most restrictive provision <br />applies. <br />G. Steep Slopes. Any applicant requesting a <br />permit" for construction of sewage treatment systems, roads, <br />(]fj,veways, structures, or ether improvements on steep slopes, shall <br />provide adequate information to allow the City to evaluate possible <br />soil erosion impacts and development of visibility from public <br />waters before such permit may be issued. When determined <br />necessary, conditions shall be attached to issued permits to <br />prevent erosion and preserve existing vegetation screening of <br />structures, vehicles, and other facilities as viewed from the <br />surface of public waters, assuming summer, leaf-on vegetation. <br />I. Vegetation Alterations. <br />2. Intensive vegetation clearing within 75 <br />feet of the shoreline and on steep slopes within the Shoreland <br />Overlay District is prohibited. Limited clearing of shrubs and <br />trees less than 6 inches in diameter and cutting, pruning and <br />trisunlng of trees of any size is allowed to provide a view to the <br />water from the principal dwelling site and to accomodate the <br />placement of permitted stairways and landings, picnic areas, access <br />paths, beach and watercraft access areas, and permitted lock boxes, <br />provided that the screening of structures, vehicles or other <br />facilities as viewed from the water, assuming summer, leaf-on <br />conditions, is not substantially reduced. <br />J. Topographic Alterations/Grading and Filling. <br />5. The following considerations and <br />conditions must be adhered to during the issuance of construction <br />permits, grading and filling permits, conditional use permits, <br />variances and subdivision approvals; <br />g. Plans to place fill or excavated <br />material on steep slopes must be reviewed by the City Engineer for <br />continued slope stability and must not create finished slopes of <br />30% or greater; <br />N. Agricultural Use Standards. <br />1. When permitted in the underlying zoning <br />district, general cultivation farming, grazing, nurseries, <br />horticulture, truck farming, and wild crop harvesting shall be <br />allowed in the Shoreland Overlay District except that no such <br />activity shall occur within the shore setback zone nor on steep <br />slopes or bluff impact zones. Steep slopes, shore setback zone and <br />bluff impact zones shall be maintained in permanent vegetation. <br />Subd. 18. Subdivision/Platting Provisions. <br />A. Land Suitability. Each lot created through <br />subdivision, including Planned Unit Developments or Planned <br />Residential Developments authorized elsewhere in the Zoning and <br />Platting Codes, must be suitable in its natural state for the <br />proposed use with minimal alteration. In analyzing the suitability <br />of land for a specific use, the City shall consider susceptibility <br />to flooding, existence of wetlands, soil and rock formations with <br />severe limitations for devel<'pment, severe erosion potential, steep <br />topography, inadequate water supply or sewage 'treatment <br />capabilities, near-shore aquatic conditions unsuitable for water- <br />based recreation. Important fish and wildlife habitat, presence of <br />significant historic sites, or any other feature of the natural <br />land likely to be larmful to the health, safety or welfare of <br />future residents of the proposed subdivision or of the community.
