Subd. 4. Approval by Council. Applicant shall satisfy <br />the Council that the applicant is qualified by training and <br />experience to engage in the business of site evaluation and system <br />design in accordance with the requirements of the City Code. <br />SECTION 4. Chapter 12 of the Municipal Code of Orono is hereby <br />amended as follows: <br />A. Section 12.30 of the City of Orono Municipal Code is hereby <br />deleted. A new Section 12.30 is added to read as follows: <br />SBC. 12.30 ON-SITE SEWAGE TREATMENT. <br />Subd. 1. Statement of Purpose. The Council is concerned <br />about the manner in which sanitary sewage is disposed of and the <br />effect of such disposal upon the City. Recognizing the need to <br />regulate those systems and facilities intended to be used for the <br />disposal of sewage^ and pursuant to the powers and jurisdictions <br />vested through Minnesota Statutes and other applicable laws, City <br />Code provisions and regulations, the City does hereby adopt this <br />Section for the following purposes: <br />A. To provide minimum standards and criteria for <br />the design, location, construction, use and maintenance of all on <br />site sewage treatment systems (hereinafter "systems") within the <br />City. <br />B. To protect the land, water and other natural <br />resources from pollution, impairment or destruction. <br />C. To protect the public health, safety and general <br />welfare of the residents and citizens of the City. <br />D. To prevent the discharge of inadequately treated <br />sewage to ground or surface waters. <br />E. To prevent the flooding of or flood damages to <br />operating systems. <br />F. To prevent the premature extension of costly <br />municipal sewer and water services consistent with the adopted <br />Comprehensive Land Use Plan of the City. <br />Subd. 2. Definitions. The following terms, as used in <br />this Section, shall have the meanings stated: <br />1. "Building" - Every building, structure or place <br />intended for human habitation or use as a dwelling or agricultural, <br />commercial, industrial or other establishment. <br />2. "Cesspool" - An underground pit into which raw <br />sewage or other untreated waste is discharged and from which the <br />liquid seeps into the surrounding soil. <br />3. "City Sewer" - A w«wage collection system <br />terminating in e treatment plant or Metropolitan Waste Control <br />Commission facilities, and not utilizing septic tanks or soil <br />treatment and absorption areas. <br />4.
