In the first place, it will allow for the <br />consolidation and stabilization of any solid construction waste found in the area, removing the <br />need to haul this debris off-site. It will also act as a natural landscaping buffer separating the <br />townhome flats from Highway 12. Furthermore, the landscaping berm will feature a labyrinth - <br />style walkway spiraling up to a small viewing platform at the top with benches, creating a unique <br />shared community space. Additionally, seating will be carved within the north slope of the berm <br />and will be facing the multi-purpose open flex space which has the capacity to host small-scale <br />concerts or community events. <br /> <br />The wetland surrounding the proposed development site is currently classified as a Preserve. A <br />recent site visit and MnRAM analysis resulted in a Manage 1 classification for the surrounding <br />wetlands. This is currently under formal review Minnehaha Creek Watershed District. In <br />addition, a formal review of the wetland boundary was conducted and showed little to no change <br />in our previous delineation which was approved in 2016. Another site visit and review of the <br />wetland boundary will be necessary in spring 2024 to confirm that this delineation was accurate. <br />Non-Conforming Features <br />• Comprehensive plan amendment: The site currently holds two classifications on the <br />2040 Comprehensive Plan’s Future Land Use map. The northernmost portion of the site <br />is assigned Urban Low Density Residential (3-8 units/acre), while the southernmost <br />portion of the site is assigned Urban High Density Residential (20-25 units/acre). Our <br />proposed development will contain a density of 15.38 units/acre which falls between <br />these two classifications and is more similar to the lower end of the Urban Medium High <br />Density classification range (15-20 units/acre). <br /> <br />150
