widening of existing streets,roads and highways of the city and county; and existing and future county <br /> State aid highways and State trunk highway rights-of-way.An official map may also show the location of <br /> existing and future public land and facilities within the city. In counties in the metropolitan area as <br /> defined in Minn. Stat. § 473.121, official maps may for a period of up to five years designate the <br /> boundaries of areas reserved for purposes of soil conservation,water supply construction, flood control <br /> and surface water drainage and removal, including appropriate regulations protecting such areas against <br /> encroachment by buildings, other physical structures or facilities. <br /> Off-site premises means any premises not located within the area of the property to be subdivided, <br /> whether or not in the same ownership of the subdivider. <br /> On-site septic manager means the person designated to administer and enforce chapter 58, article II. <br /> Outlot means the same as Lot, outlot. <br /> Owner means any person, partnership, corporation or any other legal entity having legal title to or <br /> sufficient proprietary interest in land sought to be subdivided under this chapter. <br /> Park commission means a body appointed by the council to study and consider the continuing needs <br /> of the city for parks and recreation areas. The commission shall report direct to the council, may hold <br /> joint meetings with the council, and may hold public hearings to determine public sentiment and make <br /> recommendations to the council. <br /> Park fund means a special fund established by the city to retain monies contributed by a subdivider <br /> in lieu of land in accordance with provisions of this chapter. <br /> Plat means the map or plan of a subdivision showing the property boundaries, layout, dimensions <br /> and legal descriptions of all lots,blocks and rights-of-way. <br /> Plat,final, means the plat of the subdivision which includes all information required by statute and <br /> this chapter,which plat will be recorded with the office of the county recorder. <br /> Plat,preliminary, means the proposed plat showing all information required by this chapter. <br /> Platting authority means the city council pursuant to Minn. Stat. § 462.358. <br /> Property line means the boundary lines enclosing a lot,parcel or tract of land. Regardless of the legal <br /> description,the property line to be used for purposes of compliance with chapter 78 and this chapter shall <br /> be the ordinary high water mark of any lakeshore,the edge of the right-of-way,the edge of any public or <br /> private roadway, or the edge of an adjacent lot or outlot. <br /> Public hearing means a hearing to be held by the planning commission to allow for public review <br /> and input relating to the proposed subdivision pursuant to Minn. Stat. § 462.358 and section 78-48. <br /> Registered engineer means an engineer properly licensed and registered in the State. <br /> Registered land surveyor means a land surveyor properly licensed and registered in the State. <br /> Right-of-way means a strip of land occupied or intended to be occupied by an alley, street, crosswalk, <br /> railroad, public or private roadway or easement, electric transmission line, oil or gas pipeline,water main, <br /> sanitary or storm sewer main, or for another special use. <br /> Roadway means any street,highway,road, lane, way,trail or any other area used for vehicular <br /> traffic. <br /> Roadways classification means one or more of the following: <br /> (1) Principal arterial means a roadway intended to connect urban subregions with one another, <br /> connect urban and rural service areas with metro centers, or connect outstate cities. <br /> Final Draft page 4 <br />
