Zoning FmIc ^1802 <br />February 12, 1993 <br />Page 4 <br />DRAINAGE <br />The applicant proposes no changes from the existing drainage pattern that has always <br />flowed to the south to the City’s property where a drainageway takes drainage to the center of <br />the section draining eventually under Highway 12 to the railroad tracks and eventually to Long <br />Utke. Although the City Engineer ’s report notes that drainage swales would be installed, it is <br />my understanding that there will be no change in the current elevations. Drainage will <br />apparently sheet flow out over the parking lot to the southern lot line. <br />Review of Floor Plaii/Building Elevation <br />The addition will be approximately 12’ in height, easily meeting the 30’ height limitation. <br />The proposed addition consists of expanded classroom area with bathrooms, coat rooms, kitchen <br />and an additional activity area. The addition will be sprinkled. An approved fire alarm system <br />shall be tied into the sprinkler system. <br />Sewer/Water <br />The property' is served by both sewer and water. The Building Official advises from his <br />preliminarv calculations that one additional SAC would be required. The Ciiy will also advise <br />of any additional sewer assessments or water assessment to be charged against the property for <br />the new expanded use. <br />Lighting/Signage <br />The site plan shows two 30’ poles with lights that are shielded downward, refer to <br />E.xhibits F and I. Refer to Exhibit H, signage is proposed at approximately 19 s.f. The Code <br />limits signage for all conditional uses within residential zones to 12 s.f. The City must approve <br />a signage area variance of 7 s.f. <br />Landscaping <br />Much of the landscaping required by the church has already been planted and were <br />required along the north and west/street lot line. Refer to Exhibit G. Applicant has provided <br />a planting schedule with more formal plantings adjacent to structure consisting of Thornless <br />Hawthorns. Sea Green Junipers and Evonymus. The southern and eastern portions of property <br />are bordered with mature trees. Should additional landscaping be provided? <br />Kecommendation <br />Any recommendation of approval must include the following conditions: <br />/.pplicant shall provide an executed Developer’s Agreement and appropriate <br />security to ensure the following improvements:
