The Orono School District has applied for a conditional use permit to allow the <br />construction of a 36’ x 50’ addition to allow an expansion in the day care use now providing day <br />care for pre-school age children predominantly in morning classes. The School District advises <br />that the building may contain the following uses at various times of the day (review Exhibit B): <br />Middle school student drop-in center - students from 5th through 8th grades <br />during the hours of 2:45 p.m. - 5:30 p.m. <br />High school student drop-in center - use center tor high school students 1 - 3 <br />nights per week from 7:00 p.m. - 10:00 p.m. and weekends from 7:00 p.m. - <br />11:30 p.m. <br />3. Evening adult education classes - School District meetings. <br />4.Facility rental similar to the types of users that currently rent the school facilities <br />on the west side of Old Crystal Bay Road. <br />Site Plan Review (Section 10.09, Subd. 3) <br />LOCATION <br />The 36’ X 50’ addition will meet the required 50’ setback from all lot lines. Review <br />Exhibit H. The exterior of the structure will be completed of the same materials as the existing <br />structure, redwood siding with stucco finish. All other outdo^'r recreational improvements are <br />to be located behind the 50’ setback. The day care use would be limited to 51 students based <br />on the 2,560 s.f. fenced play area (50 s.f. per student). <br />f‘A\ ING IMPROVEMENTS/PARKING SPACES <br />The building proposed with multi-u.ses will not all function or operate at tl»e same time. <br />In preliminary discussions with applicant, it was decided that the use w'itli the most restrictive <br />parking needs would establish the number of parking stalls needed for the upgrade. The area <br />of the church sanctuaiy' is showm at 1,103 s.f. by architect and 3.207 s.f. in Building Official’s <br />plan review. We should ask for clarification as Building Official has included area beyond <br />folding w'all to the south of the defined sanctuary. The following parking stalls will be <br />required based on the two area estimates. <br />1,109 s.f. = 159 occupants; 1 for 4 = 40 spaces <br />3,207 s.f. = 450 tKcupants; 1 for 4 * 112 spaces <br />Proposed = 40 spaces
