WATER STRUCTURES COMMITTEE February 13, I‘J‘J3 <br />the first inspection. Three locations required a third inspec <br />tion. Minnetonka Boat Works was deicing at the Orono site with <br />out a fence. They also did not have a fence at the launch area <br />of the Wnyzata site and were missing signs at both sites. North <br />Shore Drive Marina’s fence was down. <br />Carlson suggested denying refund of the deposit if three <br />inspections are needed. In addition, if the violation is a lack <br />of fence or other serious violation there should be provision for <br />a fine. <br />Babcock asked staff to make recommendations as to the <br />deposit refunds for these licenses. <br />Penn was e.xcused. <br />Deb Breneman, North Shore Drive Marina, has raised the ques <br />tion of the environmental impact of "curtains” used for deicing <br />installations. It has been suggested they deter the free move <br />ment of fish. Staff will ask the DNR Fisheries for its comments. <br />7. Carlson Real Estate Dredging Project: correspondence from <br />City of Minnetrista - informational only <br />The committee received a letter from Jay Blake, Minnetrista <br />City Planner, dated 1/28/93, responding to the Board’s concerns <br />at the 1/27 meeting over the alteration of wetlands in the Carl <br />son development. The committee also received a copy of a letter <br />from Minnetrista Mayor Carlson, dated 1/29/93. to Ceil .Strauss. <br />MnDNR Division of Waters, commenting on the dredging project for <br />the Carlson Real Estate Company. His letter included concerns to <br />be considered during review of the dredging application, recog <br />nizing the need to reduce any negative impact on the natural <br />environment and at the same time giving safety to the boaters <br />within the channel. A compromise channel configuration was <br />submitted with the letter. <br />Both lecters were for the committee’s information. There was <br />further discussion regarding the dredging of wetlands. <br />Foster mentioned comments he received from Clarkson Lindley. <br />Minnehaha Creek Watershed District, regarding the dredginc. <br />Lindley feels the dredging of this channel for access to the lake <br />should not be allowed as it will encourage similar areas, cut ofl <br />from the lake by wetlands, to request the same access. Carlson <br />spoke in de/ense o'* the dredging project. The City of Minnetris <br />ta would like to ••.ev' this area developed. Carlson pointed out <br />that Minnetrista very restrictive development ordinances <br />which will limit the scope of the project. <br />8. .lew Business <br />A. Grays Bay Causeway <br />The executive director distributed a news article announcing <br />the MriDOT selection of a same bridge replacement only .i*: the <br />alternative for the Hwy. 101 Grays Bay Bridge Replacement <br />Project.
