The Commission felt that the applicants were responsible <br />and enthusiastic people and would be reliable in their attempts <br />to improve the property. Several of the members steted that <br />they observed a vast improvement on the property since the <br />Fulmer's have started cleaning up the property. <br />After some discussion, Hassel moved, Hananerel seconded, to recommend <br />approval of the transfer of the Conditional Use Permit to expire on the <br />date new licenses are required on the condition that this is primarily <br />a hoarding kennel and the capacity would be no more than 60 dogs. Also, <br />that no dogs be sold for experimental purposes. Also, tne understanding <br />that the kennel facilities be open to the public under normal hours of <br />business or would be inspected from time to time by the building inspector <br />or other health inspector from the City to see that no unsaie health condition <br />exists. Motion - Ayes (6), Nays (o). <br />The question of the disposal of the manure was brought up. <br />Dr. Fulmer explained that the process for the waste disposal <br />would be similar to a satellite facility which would be <br />treated with chemicals. When the container is full it would <br />be decomposed in much the same way that a septic tank would <br />be. Dr. Fulmer further stated that the total amount of waste <br />from three horses would exceed waste from 60 dogs. <br />Hassel moved, Hammerel seconded, to amend the motion to <br />include: the waste material will be disposed of in a <br />generally accepted method so as not to cause a health, <br />safety or welfare problem on the property. Motion - <br />Ayes (6), Nays (0). <br />Chairwoman McDonald announced that tliis was the time and <br />place for a public hearing on the petition of James <br />Lawrence for a subdivision of property located at 1550 <br />Sixth Avenue N.
