Also <br />present was Zoning Administrator Hank Muhich. <br />Chairwoman McDonald announced that this was the time and <br />place for a public hearing on the petition of Wayside <br />Kennels for a transfer of a conditional use permit of <br />property located at 3505 Wayzata Boulevard. The Zoning <br />Administrator presented the Notice of Public Ifearing and <br />the i'^fi davit of Piilication. <br />The Fulmer’s have purchased this property from Norman <br />Larson and are requesting approval for a transfer of the <br />existing non-conforming use. Dr. Fulmer was presort and <br />introduced his son and daughter-in-law, Brian and Cathy <br />Fulmer, who will be running the kennel operation. <br />The applicants presented a sketch of a sign they are <br />proposing to use in place of all the signs now posted <br />on the building and the property. The Planning Commission <br />agreed that it would be an improvement. The size of the <br />sign appeared to meet the code requirements. The name <br />of the kennel would be changed from Wayside Kennels to <br />the Dog House Boarding Kennels. <br />The Planning Commission opened the discussion to the <br />public. Dick Selhost, who owns property to the south <br />of the kennel, and Angie Koenig were present. Mr. <br />Selhost expressed his coTicem regarding noise, odor and <br />general appearance of the property. <br />In response, Brian Fulmer stated that they are aware of <br />the problems of the past operation such as noise and <br />odor. He asked that everyone bear with them imtil they <br />have cleaned up the premises. Tliis is something that <br />will take awhile. <br />The reason they purchased the property was because they <br />would like to fix it up in the way they feel a kennel <br />operation should be and feel tliat it will be a good <br />business for the community. They plan to lower the <br />ceiling in the main building and insulate the walls <br />vhich would reduce the noise factor. They will also <br />be living on the property and will be affected by the <br />noise also and will attempt to control this. <br />The applicant also reaffirmed the fact that this would <br />be a boarding operation with a maximum of 60 dogs. This <br />maximum capacity would very seldom occur except possibly <br />on holidays and some weekends. The outside nins will be <br />concrete as well as the inside. The dogs will be inside <br />after a reasonable hour.
