Zoning Administrator <br />#309 <br />September 13, 1977 <br />Durwell Vetter - Big Island <br />Subdivision (Preliminary) <br />This propos^ subdivision involves the division of one parcel into three lots, <br />each exce^ing the minimum 2 acre, 200 foot width requirements for dry buildable <br />land OT Big Island. All three parcels would retain water frontage. There are no <br />existing structures on the property. The abutting land is owned by the Hennepin <br />County PaA Reserve Board. The low or marshy lands along the shore are not <br />included in the area calculations. Subdivision considerations should include <br />dock restrictions over the shoreland marshes including open space and flowage <br />easements over them and a park dedication fee. <br />A public hearing has been scheduled for October 3, 1977, at 8:15 p.m. <br />PLANNING COr^SSION hCETING - October 3, 1977 <br />John Gridley, representing Mr. Vetter, was present. John Christian of the Hennepin <br />County Park Reserve and Dave Vlyer of the Metropolitan Park Conmission also attended <br />the public hearing. <br />The Planning Commission reviewed the three parcel subdivision. Following items were <br />discussed: <br />1. <br />b. <br />Flood plain designation <br />a. deteimined at 932 elevation. <br />mich of original tract consists of flood plain as a vast area is <br />d^ignated below this 932 elevation. <br />Limited area above 932 elevation would probably limit the tract to <br />only two buildable sites. <br />c. <br />d.Suggest new proposal noting total areas above 932 elevation of each <br />indivi* - - - - -individual parcel (87,120 sq. ft. required). <br />2.Soil borings indicating high water table <br />a. Evidence of high water table would indicate difficulty in designing <br />adequate septic systems in this area. <br />b. Inadequate septic system design could probably prohibit any building <br />on tract. <br />c. Suggest developer submit septic plans for individual sites for City <br />engineer review and report. <br />3. Hennepin County Park Reserve's interest to acquire said property. <br />a. Suggested parties meet to try to reach agreement before adding cost <br />to revised proposal. <br />b.
