f Fee Study Subcommittee <br />Meeting Report <br />"f. /i f. -1 ft* <br />W. ^ % <br />LAKE MINNETONKA CONSERVATION DISTRICT <br />4:00 PM, Tuesday, August 3, 1993 <br />Tonka Bay Marina Club House <br />235 Tonka Bay Road, Tonka Bay <br />PRESENT: Scott Carlson, LMCD Treasurer-Minnetrista; Bert <br />Foster, LMCD-Deephaven; Paul Pedersen, Grays Bay Marina; <br />Jerry Rockvam, Rockvam Boat Yards; Gabriel Jabbour, Tonka Bay <br />>larina; Trent Rezabek, Tonka Bay Marina; Woody Love, <br />Shorewood Yacht Club; Gene Strommen and Rachel Thibault, LMCD <br />staff. <br />STAFF REPORT ON TIME ACCOUNTING: <br />Staff time accounting for multiple dock license related <br />activities as a percent of the total activity for the months <br />of June and July was reported as follows: <br />June <br />Gene Strommen <br />Rachel Thibault <br />8% <br />35% <br />July <br />8% <br />36% <br />Jabbour asked if the MDRA costs would be calculated at this <br />time. Carlson said that the understanding was that a full <br />year's worth of time accounting would be done before the fees <br />were evaluated. The license fees would not change for 1994. <br />Strommen pointed out that it is necessary to consider costs <br />above the amount of the time study for a litigation fee <br />reserve for multiple docks. <br />Gideon's Point Homeowners Association's recent new multiple <br />dock license and variance applications were discussed as <br />being handled as two separate applications for billing and <br />time study purposes. <br />MULTIPLE DOCK LICENSE INSPECTIONS: <br />Thibault gave a overview of the multiple dock license <br />inspections conducted as of the meeting date. <br />*Over half the inspections have been conducted. <br />*Most facilities are in compliance with their license. <br />♦Approximately 20% of multiple dock licensees had some <br />form of license violation. The most common violations <br />are boats being stored in unauthorized locations. <br />♦Personal watercraft are being stored inside large slips <br />in excess of the boat storage units (BSU) allowed. <br />Pedersen pointed out that the "envelope concept" which would <br />allow boats to be stored anywhere within a dock use area <br />would eliminate that type of boat storage violation. He said <br />that the "envelope concept" is favored by the multiple docK <br />licensees. <br />J
