t . « <br />% <br />Fee Study Subcommittee, 8/3/93, Page 2 <br />Carlson raised the question of whether or not in4p^c^iSn^^®^ <br />should include dock safety. He suggested that minimum <br />standards could be developed for dock construction, as well <br />as gasoline and electricity on docks. <br />Love said that he supports the envelope theory, but thinks <br />that the safety issue could be a hornet's nest. The question <br />was raised as to whether or not the LMCD should take <br />responsibility for inspecting for safety. A qualified oerson <br />would be required for this type of inspection. <br />Rockvam suggested that dock inspections be turned over to the <br />cities. Foster said that the LMCD inspections currently <br />aren't for safety. The inspections are for compliance with <br />the LMCD Code and the multiple dock license requirements. <br />Strommen questioned how boat density would be regulated under <br />the "envelope concept". The fee study subcommittee concensus <br />was that the licensees would still be limited to their <br />current licensed number of boats within the "envelope", but <br />changes in configuration would be allowed without Board <br />approval. Thibault pointed out that many marinas have non <br />conforming grandfathered docks out beyond 100'. She asked <br />how this would be affected by the "envelope concept"? The <br />Water Structures committee intends to review this concept. <br />RESIDENTIAL SLIP RENTAL: <br />Concern about residents renting boat slips was raised. The <br />multiple dock licensees feel that the allowance for two boats <br />of any origin at a residential site is not fair. It was <br />suggested that the LMLOA send a message to lake residents <br />about the regulations for boat slip rentals at residential <br />sites. <br />Some lake cities have ordinances against renting slips at <br />residential sites. It was suggested that other cities should <br />adopt similar ot-.inances and enforce the ordinances <br />prohibiting boat slip rentals. <br />Foster asked how many docks were counted with 3 or more <br />boats. Thibault said that last year there were about 200 <br />docks total, four of .;hich were multiple docks with five or <br />more slips that have since been licensed. <br />The meeting adjourned at 6:30 PM, with no additional meeting <br />set. <br />8/17/93
