Wayzata. LMCD Office <br />Members Present: Bert Foster. Chair. Deephaven: Robert Rascop, <br />Shorewood; Thomas Reese. Mound. Also present: Rachel Thibault. <br />Administrative Technician; Eugene Strommen, E.xecutive Director. <br />1. Evaluation of High Water Emergency Program <br />Reese reported on his e.xperiences riding with the Water <br />Patrol on Friday, August 6, 1993. He found the Water Patrol to <br />be very professional and recommends the e.xperience to other Board <br />members. <br />He stated the deputies he rode with made about 12 stops tor <br />various reasons. They asked the boaters if they were familiar <br />with the Minimum Wake law and distributed information. One <br />Yvas issued to the operator of a ski boat going full throt <br />tie the length of a Minimum Wake bay. The operator said he was <br />not familiar with the law, despite obvious signage at the en <br />trance of the bay. . <br />Reese observed a drug bust on Boy Scout Island. The watei <br />Patrol and Hennepin Park Rangers cooperated in the investigation. <br />A complaint was received about a chain saw being used on the <br />island. Investigation showed four juveniles were partying. When <br />the Water Patrol approached the juveniles threw what appeared <br />from the smoke odor to be marijuana into the fire. were <br />no arrests. Reese said he found it interesting to watch how it <br />was handled. r • , i,...Reese said the Water Patrol is not happy about enforcing the <br />Minimum Wake zone. <br />Reese said there was one stop for a boat that was not snow <br />ing a stern light. The boat was difficult to see but was noticed <br />because of the careful observance of the deputy operating the <br />patrol boat. <br />Reese said he was out from 6:30 PM to 10:30 PM. <br />Rascop said he has had a number of calls commending the L.ICD <br />for the Minimum Wake ordinance. He met one individual ^>^0 <br />negative remarks. That party thought the ordinance is foolish. <br />The executive director said the LMCD office has receive <br />mostly positive remarks. He said he is amazed how man> peop e <br />are water skiing and towing persons in the main lake in lieu oi <br />the bays now posted minimum wake. <br />Thibault said Board member Johnstone reported there are man <br />boaters not observing the restriction in Grays /r>nka <br />of Carsons Bay has reported to the office t ha t t he M i nnetonka <br />Yacht Club boat used to ferry people to the Island in Carsons Ba <br />e.xceeds speed limits in the bay.
