LAKE USE AND RECREATION COMMITTEE August 16, 1993 <br />Mark Breneinan. North Shore Drive Marina, said he was present <br />to voice a complaint about the publicity as reported in the <br />SAILOR and LAKER. Long Term Control of Large Wakes <br />The executive director and Thibault commented on the heavy <br />wakes produced by various boats in the open areas, particularly <br />boats passing in close proximity to another while producing <br />substantial wakes - often within 50’. <br />Reese said there is a lack of common courtesy among boaters. <br />He would like to see a booklet on boating courtesy. <br />The executive director said a booklet or pamphlet would be a <br />first step to considering legislation to require that operators <br />of boats be licensed. Rascop suggested getting input from the <br />marina owners and from the Power .Squadron. Breneman said he <br />would favor such a publication and it could be distributed <br />through the marinas and at boater gathering spots. <br />Foster said another method of control 1ing wakes would be to <br />keep the channel buoys out further as is being done during the <br />high water emergency. <br />Reese suggested the committee put together a manual on <br />boater courtesy, using Save the Lake funds to cover printing <br />costs. Foster suggested inviting a representative from the Power <br />Squadron to the next committee meeting for input. <br />2. Decibel Level Ordinance <br />MOTION: Rascop moved, Reese seconded, to recommend the Board <br />move approval of the second reading of the decibel level ordi <br />nance amendment changing the limit to SO decibels. <br />DISCUSSION: The executive director suggested a review of Attor <br />ney LeFevere’s comments on the amendment. Foster believes they <br />have been taken into consideration by the Board. <br />Reese said Officer LaBatt said the fines for noise viola <br />tions are not sufficient compared to the cost of modif>ing a <br />boat. Rascop said the District has tried in the past to get <br />specific fines written into the ordinance but the courts do not <br />support this. <br />VOTE: Motion carried unanimously. <br />3. Critique of the Public Officials Lake Tour <br />Foster said he thought the tour was well done.
