In addition, the <br />residents who sustained bank erosion during the storm of the summer of <br />1987, will be present and may ask questions regarding the filing of land <br />use applications for the repair of their yards. It is staff’s hope that a <br />single application can be filed by a group of residents rather than <br />individual applications having to be reviewed by the City. Staff has been <br />cautioned that the City’s application for road repair cannot be delayed by <br />the proposed filing of the land use applications by the residents. It is <br />the desire of the City to begin the road repairs possibly sometime in <br />November if the weather permits. As noted above, Glenn Cook will be <br />present to respond to any questions the residents or Planning Commission <br />members may have regarding the design specifications for the road. Staff <br />did review the comments of the residents regarding the design <br />specifications for the proposed road repair. Cock advised that this was <br />not a final working plan, but merely a preliminary sketch provided Mr. <br />Gerhardson for approximate costs of road repair and for preliminary <br />discussions with the Council. Staff has advised Cook of specific questions <br />raised at the July meeting of the Planning Commission, as follows: <br />1. Duckbills - galvanized wire vs stainless. <br />2. Drainage provisions for wall. <br />3. Support beams - how far do they extend into the ground? <br />4. More duckbills - 4 proposed as opposed to 2. <br />5. Treated 4'xl2’, rather than 2'xl2’, <br />6. Visual appearance - owners have option of filling lakeward of <br />retaining wall or leaving bottom 5’ of wall exposed to make more <br />aesthetically pleasing. <br />Cook had no real concern for the issues raised by the applicants and <br />agreed with most of them. Cook will be prepared to discuss methods to <br />restore lakeshore banks by individual residents and how the proposed <br />restoration of the roadbed will affect those restorations. <br />John Gerhardson will respond to any of the questions pertaining to the <br />neighbors' plan for the closing of Crystal Bay Road and to receive any <br />additional comments from the neighbors in attendance who have opinions on <br />the proposed road closing. There are 29 property owners served by Crystal <br />Bay Road - of those, 28 have year-round homes on them, and 1 has a <br />seasonal cabin. All fee owners have been notified. <br />Review Exhibits C & D that confirms the legal basis to repair the <br />road. This information was missing from the original review packets.
