ORD 286 13 <br />Sec. 2-140. Police Department. <br />(a)A Police department is hereby established. <br />(b)The Police Department will be headed by the Police Chief with responsibilities <br />for assuring the efficient operation of the Police Department, seeing that order is <br />maintained, that laws and ordinances are enforced and taking the necessary <br />measures to prevent crime and to protect lives and property. The Chief of Police <br />will be responsible for training, assignment, supervision, and discipline of all <br />department personnel. <br />Sec. 2-141. Fire department. <br />(a)A fire department is hereby established. <br />(b)Council may contract for services.In lieu of the requirements of subsection (a) of <br />this section, the council may contract with one or more governmental units for fire <br />protection for all or a portion of the city, and, in such case, the following shall be <br />observed: <br />(1)Fire service districts.The city shall be divided into fire service districts <br />corresponding to the areas of the city which are provided with fire <br />protection by separate fire departments as established by mutual <br />agreement between the city and one or more contracting municipalities. <br />Establishment of such districts shall not preclude or otherwise affect <br />mutual aid agreements between fire departments. An official map shall be <br />prepared and kept current to show all fire service districts in the city. <br />(2)Protected areas.All land within the city shall be included in one of the <br />fire service districts established in subsection (b)(1) of this section and <br />shall be provided with fire protection service by the fire department <br />having contractual jurisdiction. <br />(3)Jurisdiction.The fire department of the city is the fire department having <br />jurisdiction in each of the several fire service districts, and the fire chief is <br />the person holding such position in each such department. <br />(c)The fire department is led by the Orono Fire Chief. <br />(1)The Orono fire chief shall retain primary responsibility and authority for <br />determining response to fire calls and for fire scene command. <br />(2)The Orono Fire Chief shall be responsible for coordinating enforcement <br />policy and activities between the respective fire service districts and the <br />building official. <br />57
