ORD 286 12 <br />SECTION 16. Orono City Code Title I, Chapter 2, Article IV, Section 2-139 is amended <br />by adding the underlined language and deleting the strikethrough language as follows: <br />Sec. 2-139. Finance department. <br />(a)A finance department is hereby established. <br />(b)The head of this department shall be the city treasurer and finance officer. It is the <br />duty of the city treasurer and finance officer to maintain complete and accurate <br />records as to all financial matters of the city as required by law. <br />(c)The Director of Finance who will have responsibilities for financial planning and <br />management, budgeting preparation and debt management, staff services to the <br />City Administrator and such additional duties as assigned. The Director of <br />Finance also has the responsibility of investment of City funds as City Treasurer. <br />(d)The Finance Department will have the following sections/ responsibilities: <br />(1)Accounting/Budgeting. Responsible for the control of receipts, accounts <br />payable, fixed assets, special assessments, budgeting, and financial <br />reporting of all City funds. <br />(2)Human Resources. Responsible for various personnel management duties <br />including such matters as pay and fringe benefit studies, employee <br />grievance procedures and job classification studies; <br />(3) Information Technology. Responsible for the hardware, software, <br />operating systems and network for all City facilities as well as the <br />maintenance and governance of the City’s telecommunication and wireless <br />networks. <br />SECTION 17. Orono City Code Title I, Chapter 2, Article IV, Section 2-140 is amended <br />by adding the underlined language and deleting the strikethrough language as follows: <br />Sec. 2-140. Department heads. <br />(a)All department heads and employees shall be appointed by the city administrator, <br />subject to approval by the council. All appointments shall be for an indeterminate <br />term. <br />(b)The heads of all departments and the employees who are members of such <br />departments shall be under the direct supervisory authority of the city <br />administrator, and all communications (excepting inquiry) between members of <br />the council and heads of departments shall be through the city administrator. <br />56
