The Planning Commission asked that the setbacks be redesignated ' <br />reouirinc 150% of the standards. Side yards must be changed to 45 and rear to 75 ^ I - <br />also noted by the Planning Commission that Lot 15 (Coffin property) side setback should be <br />adjusted to 50' adjacent to Outlot B. <br />Gradiiig/Drainage/Wctland <br />At the Planning Commission meeting the developer .advised that Mr. ^anta of the Army Cotp^ <br />of Bf’ineers found no problem with applicant ’s recent request, review Exhibits L. M and N. <br />Yaiua^idvised that he would have to bring it before a higher board but that he saw no problem <br />with the reduction in fill as proposed by applicant. <br />The residents of Countryside Drive during the first review voiced major concern wtth new <br />developln. creating or ’ intensifying problems with drainage. The nonhern developed lots <br />already have severe drainage problems specifically the houses at Manor Circle. The <br />pond Lwn at the northeast corner within Lot 8 (Dickey property) provtde <br />retemion. Drainage will fiow along Willow Road evenmally to the DNR park and then under <br />the Luce Line via'dS' culvert, review Exhibits P and S. <br />Parks/Trails/Park Dedication <br />It is the CitVs intention to ask for a park dedication fee for the second phase subdivision. The <br />Pirnninu Commission questioned applicant as to the location of the private tnKr,or trad within <br />the Coffin property that intersected the designated wetland areas. Review Exhibits I and T he <br />Otvos designated wetland maps would show no connection between the two wetlands but in the <br />S ntation of wetlands study completed by Prank Svobada. Exhibit A, wetland bodies are hown <br />as conneeted In reality, developer’s surveyor noted dial during wet seasons there is a Jf-dnY <br />wav that mav be filled when an overflow from one wetland lakes place.
