There was discussion regarding possible need for additional plantings but <br />members noted that existing vegetation would not be altered and would provide the necessary <br />screening. <br />Hardcover was a major challenge for the Planning Commission for this review as there <br />is excessive hardcover within the 0-75’ setback area. Existing hardcover within the 0-75’ zone <br />exists at 2.510 s.f. or 32%. The Planning Commission worked with the applicant to reduce <br />hardcover^by 1,371 s.f. or 17.7%. Hardcover is now proposed at 14.7%. Within die 75-250 ’ <br />setback area, it exists at 41.5%. It is now proposed at 43.1%. The original application was <br />presented at 3,804 s.f. or 46.1 %. The Planning Commission worked to reduce 3% of proposed <br />new hardcover. <br />The Planning Commission recommended approval of the amended application. Now that <br />adequate hardcover reductions had been agreed upon, they recognized the limitations of the <br />property including the substandard lot area, unique topographic restrictions and the location of <br />existing improvement. Retaining walls and walkway have served the property well as there are <br />no signs of severe erosion. Any attempt to make major alterations within the severe steep <br />topographies may create a potential for erosion. <br />Staff has enclosed the memos for the May and April meeting and Councilmembers may <br />wish to review the minutes of these meetings. The enclosed resolution has been dratted per the <br />Planning Commission’s recommendation, including the hardships and special conditions of that <br />approval. <br />COUNCIL ACTION REQUESTED: <br />To adopt or amend the enclosed approval resolution; <br />OR <br />To deny the amended proposal.
