Request for Council Action continued <br />Page 2 of 3 <br />March 18, 1994 <br />2toning File #1919 <br />manning Commission Recommendation <br />Planning Commission reviewed this revised proposal at their May 16th meeting and on a vote <br />of 5-1 recommended approval subject to: <br />• Letter of agreement between Smerling and Bucey (if agreed upon) to be <br />referenced in the resolution. <br />• City staff to ensure that drainage plan is followed through. <br />• No future hardcover variances should be granted. <br />• Resolution should reference the site plan, house plans and grading and drainage <br />plans. <br />• Hardships supporting the request include: <br />Unique circumstances of the situation, i.e, ^ouse destroyed on a <br />substandard lot which is similar size to other lots in neighborhood. <br />The unique aspects of the property which include existing severe <br />topography, the opportunity to improve existing drainage impact o.i <br />neighboring properties by revising grades in the 0-75 ’ zone and the <br />existing substandard location of the garage. <br />- The proposed decrease in hardcover is a positive circumstance. <br />The lot coverage increase is due mainly to the proposed addition of an <br />open deck. <br />In his minority opinion. Commissioner Nolan indicated he felt the house was too large for the <br />site. <br />Discussion <br />Please review the memo and exhibits of May 13th. Also please review the petition by <br />neighboring property owners and the letter from the neighbor to the north.
