He intends to rebuild on the <br />site, requiring lot width and variances, hardcover and lot coverage variances, side and street <br />setback variances to allow the existing garage to be attached to the new house, and a variance <br />for minor grading in the 0-75 ’ and bluff impact zones. <br />The proposal results in a decrease in 75-250 ’ hardcover from 47.6% to 41.4%, <br />with a lot coverage by structures increase from 18.4% to 21.0%, due mainly to <br />the addition of a deck. <br />• The lot width and area viriance is inherent in reconstruction on this and on most <br />lots on Casco Point. <br />The existing garage located *i.8’ from the street and 2’ from the side lot line <br />survived the fire, and is proposed to be attached to the house, but will have its <br />roof line modified and lowered. <br />Grading in the 0-75 ’ zone is necessarv^ to protect adjacent properties and reduce <br />potential negative runoff impacts on the blutt. <br />The owners of the property to the south, the Smerlings. have indicated a great deal of concern <br />regarding the impact of the proposed residence on drainage and its visual impact in the <br />neighborhood. In response to these concerns and concerns expressed by the Planning <br />Commission at their April meeting, applicant reduced the magnitude of the structure and <br />proposed grading changes which have been reviewed and modified by the City Engineer. <br />i
