EXHIBIT <br />MINUTES OF THE MARINA COMMITTEE MEETING OF FEBRUARY 1^/ 1983 <br />ATTENDANCE 4:30 P.M <br />FOXHILL HOMEOWNER'S <br />ASSOCIATION <br />NAVARRE COVE HOMEOWNER <br />ASSOCIATION <br />MINNETONKA POWER <br />SQUADRON <br />/.SANDY BEACH SHORE <br />The Marina Committee met on the above date. The <br />followinq members were present: Chairman <br />Frahm, Goetten and Grabek. Mabusth represented <br />the City staff. <br />Prior to the meeting Garfield Clark, President of <br />the Foxhill Homeowner's Association advised <br />that he was unable to attend the rescheduled <br />meeting. Commission members felt that as long <br />as no changes were proposed in the dock layout for <br />th<=‘ 1983 season that they could act on the <br />aoDlication. Frahm moved to recommend approval <br />of a 1983 joint use dock license for the Foxhill <br />Homeowner’s Association. Goetten seconaed. <br />Vote: Ayes (3), Nays (0). <br />• <br />The applicant, Daryle L. Uphoff, was present. <br />Frahm asked that the application be amended to <br />reflect the correct measurements for the <br />riparian outlet. Finding no changes proposed <br />in the dock layout or use of the joint use dock, <br />Frahm moved to recommend approval of a 1983 joint <br />use dock license for the Navarre Cove Homeowner ' s <br />Association. Goetten seconded. Vote: Ayes <br />{3), Nays (0). <br />The representative for the Minnetonka Power <br />Squadron was unable to attend the rescheduled <br />meeting. Frahm noted that although the Power <br />Squadron proposes no changes in the dock layout, <br />he has questions related to the existing on-site <br />septic system. Frahm moved to table the license <br />application until the next regularly scheduled <br />meeting of the Marina Committee. Goetten <br />seconded. Vote: Ayes (3), Nays (0). <br />Charles Maciosek the applicant and owner of Sandy <br />Beach Shore was present. Members questioned <br />staff as to the current status of the year round <br />rental unit complex still referred to as Sandy <br />Beach Resort. Mabusth advised that in 1967, at <br />the time of the rezoning, the seasonal resort <br />obtained a conditional use permit for a non- <br />conforming use. In review of the files, during <br />the sewering of the property, it was apparent <br />that the City was aware of the change from <br />seasonal to year round use. Each cabin was <br />approved for 1 sewer unit. The City did not make
