Transportation has abandoned plans to improve the site. However, <br />Wayzata and Minnetonka are continuing discussions about <br />irrprovements at the site. <br />Maxwell Bay <br />Up to 60 additional car/trailer parking spaces may be provided when <br />the launch ramp is in place at Maxwell Bay, Orono. This site <br />continues to be examined. DNR Trails & Waterways and the City of <br />Orono are negotiating to purchase alternate properties. Parking at <br />the proposed launch ramp at Maxwell Bay, Orono, was not counted in <br />the inventory total. <br />Marina Potential for Lake Access <br />Most marinas have potential parking areas during the summer months. <br />At this time boat storage lots are relatively empty. Many now <br />provide some boat launching service. These marinas could possibly <br />provide some free service to the public. The operators or owners <br />would expect some type of reimbursement. <br />The Task Force identified six conditions and issues to be <br />considered in determining the potential free public access use of <br />marinas: <br />- Ability to extend existing capacity. <br />- Extent to which a marina already serves the public through fee <br />paid access. (Fee paid public access does not meet the <br />definition of free and open public access.) <br />Attitude of nearby homeowners toward public access use. <br />Duration of public use, considered for a trial basis only <br />until proven feasible. <br />Management issues, such as reserving parking for public use, <br />and compensation to marina owner consistent with public access <br />operations and public policy. <br />Possible DNR funding constraints from annual operations <br />budgets and overall cost effectiveness. <br />CONCLUSIONS <br />1. Assuring free public access to Lake Minnetonka is the <br />substance of this Task Force. Other access through fee-paid <br />commercial docks and other riparian ownership must be balanced <br />with free public access. <br />2. The goal of 700 car/trailer parking spaces is an achievable <br />goal. The LMCD should continue to solicit cooperation and <br />agreements from the cities and agencies in meeting the goal. <br />3.
